Five themes shaping the opportunity set

Petroleum-derived revenues are being directed toward productive capacity in tourism, agriculture, manufacturing, infrastructure and related sectors. The relevant underwriting question is broader than hydrocarbon exposure.

Hospitality demand is becoming more diversified.

Growth across business travel, conferences, leisure, ecotourism and diaspora visitation may support a broader range of operating formats and locations.

Policy, entitlement and execution considerations

Participants described investment agreements, relief from certain import duties and taxes for eligible construction inputs, potential tax holidays through applicable processes, the ability of foreign investors to acquire private land, and the repatriation of profits.

Hospitality assets and residential apartment or condominium projects are not treated identically. Incentive eligibility is asset-class specific and should not be assumed.

Required diligence: title and tenure; zoning and land-use controls; environmental approvals; building permits; infrastructure availability; incentive qualification; tax treatment; local company requirements; financing conditions; construction capacity; labor availability; and profit-repatriation mechanics.
